Public Works Department

Etna's Public Works Department consists of a Public Works Director and five crewmen. This department is mainly responsible for the maintenance and repair of borough streets and sewer lines, as well as salting and plowing the borough streets when necessary during the winter. However their work does not stop there! Our Public Works crew work diligiently on various projects within our community that strengthen Etna's sense of place each year. For example, our crews decorate Butler Street for the seasons, prepare and maintain our beloved swimming pool, set up and tear down many of our community events, and so much more!

The Borough Administration staff manage the day to day operations of the Borough as a whole. Administration Staff includes the Borough Manager, Project Manager and Assistant Manager, Administrative Assistant and Financial Officer, and the Treasurer and Receptionist. Buying & Selling Property


When selling a property in the Borough of Etna, there are three (3) documents that need to be completed by the current owners.

The first is an application for Certificate of Code Compliance: Sale of Property.  A Certificate of Compliance for the sale of a property is required to ensure that properties in the Borough meet the safety and maintenance requirements as outlined by the most recent edition of the International Property Maintenance Code. The application can be found below.

The second is a for Municipal Certificate, or No Lien Letter. There is no physical form to request this, but the office will complete it upon reciept of the Certificate of Code Compliance: Sale of Property application.

The fee for these two applications is $30.00 each, depending upon the number of units in a home, with check made payable to the “Borough of Etna”.  A cash payment will also be accepted.  When this paperwork and fee have been received by the Borough Office, current owners can call and schedule an inspection with the Borough Office at 412-781-0569.   

Lastly, a Tax Certification from the tax collector is required. There is a $35.00 fee, check made payable to “Richard Simbari, Tax Collector”. 

For a final water reading, the current owners should be in touch with Hampton Shaler Water Authority, the provider of the water distribution service to Etna Borough residents, at 412-486-4867.

A Sewer Rental Contract and new Occupancy Registration (as required by Ordinance No. 1091) must be completed and signed by the buyer within 5 days from the date of the closing.  There is a $50.00 charge for the new Occupancy Registration that can be paid by cash or check at the Borough Office. 

Please be advised that if the property being sold is a rental property, the buyer is required to obtain a current rental permit.  The buyer is to contact the Occupancy Office at 412-781-0569 within 10 days from the date of the closing to set up an appointment. 

A Zoning Certificate is not required to close on a property. However, it is advised if there are any zoning questions to apply for the Certificate, or reach out to the office.
